Whereas:  The APWU is responsible for enforcing the National and Local Agreements through the Grievance Arbitration Procedure, and

Whereas:  Settlements are part of the Procedure, and

Whereas:  Monetary settlements are issued on a Payroll Check and noted as an "adjustment", and

Whereas:  Payroll Checks are void of the grievance (GATS) number, and

Whereas:  Tracking settlements is the inherent responsibility of the Union, therefore be it

Resolved:  That all Payroll Checks containing a grievance settlement will include the corresponding grievance (Local) number.

Whereas:  There is no salary set forth in the Constitution and Bylaws for the office of Retiree National Delegates to the Union's Convention, and

RESOLUTION #6

Whereas:  The five (5) Retiree National Convention Delegates are elected by the referendum election process set forth in Article 12 of the Constitution and Bylaws, and

Whereas:  Section 7 does not describe the five (5) Retiree National Convention Delegates as National Officers of the Union, and

Whereas:  As a result of this distinction these five (5) Retiree National Convention Delegates are not sworn into office at the swearing in ceremonies after elections, and

Whereas:  The five (5) Retiree National Convention Delegates serve the Union in the capacity as elected officers by virtue of the election process, representing the interest of all retirees, and should therefore be recognized as officers of the Union, be it therefore

Resolved:  Article 12 Section 7 of the Constitution is amended by deleting the word 'and' on the first line and substituting in lieu thereof the word 'including', and be it further

Resolved:  For all intents and purposes set forth here and elsewhere in the Constitution and Bylaws, the five (5) Retiree National Convention Delegates shall be considered and recognized as officers of the Union including being sworn into office with the other elected officers.

Whereas:  It is virtually impossible to conduct vigorous Retiree Chapter operations under the current financial structure, and

Whereas:  It is in the Union's best interest to have viable and effective Retiree Chapter activities throughout the nation in support of and in conjunction with the Union including but not limited to the political sphere including COPA fundraising and other activities, be it therefore

Resolved: Amend Article 3 Section 4 (c) to increase retirees per capita by one (1) dollar per month, this increase to be passed on in whole to existing local and state retiree chapters where they now exist or may be organized in the future.  Where there are no retiree chapters in existence, the one (1) dollar increase shall be retained by the Retiree Department in an organizing und, to be disbursed solely for organizing activities by the Retiree Department.

Whereas:  The APWU is limited to hosting national conventions in cities that have sufficient Union establishments to accommodate the size of our delegation, and

Whereas:  this has resulted in the APWU returning to the same cities over the years, and

Whereas:  costs to run the Union continue to escalate, while overall membership is on the decline, and

Whereas:  significant cost savings can be secured through multi-year convention contracts, and

Whereas:  cost savings could be realized in many areas such as convention center rental, shuttle bus service, hotel room rates, and pre-convention planning, therefore, be it

Resolved:  to add a new paragraph (d) to Article 5 Section 1 of the APWU Constitution, which will read, "The National Executive Board shall be empowered to authorize multi-year agreements with a city to host the national convention."

Whereas:  Vacancies in the Maintenance Craft are detrimental to the Craft and cause thousands of dollars in lost revenues, and

Whereas:  Once the bidding process in Article 38 is complete, positions in the maintenance Craft can remain as Residual vacancies for months, even years without being filled, and

Whereas:  There is no requirement on the Postal Service to hire from an In-Service Register within any specific timeframe, and

Whereas:  There is no timeframe requirement on the Postal Service to complete the voluntary transfer of Maintenance employees, therefore, be it

Resolved:  That the APWU negotiate a specific timeframe for the hiring of eligible personnel from In-Service registers for the Maintenance Craft, and be it further

Resolved:  That the APWU negotiate specific timeframes for completion of a tranfer of mutual swap on current APWU represented employees

Whereas:  Employees are currently required to notify management of their intent to remain a live bidder on bids and

Whereas:  There are numerous scenarios in which an employee may not be aware of this requirement and/or aware of a bid still being available, therefore, be it,

Resolved:  That Article 57.3.F.8.a be changed to read that employees will remain a live bidder on all bids until such time as the bid has been filled, and such employee will be allowed to choose to accept or decline the bid when it falls to them under the rules of Article 37.

Whereas:  USPS Management is moving towards privatizing the parcel business by issuing a "Request for Proposals for the outsourcing of some Bulk Mail Center activities", and

Whereas:  Private Sector Capitalists in an unholy alliance with the Bush Administration and USPS Management are preparing to hijack the work traditionally performed by APWU bargaining unit employees at our Bulk Mail Centers, and

Whereas:  Passage of the so-called "Postal Accountability and Enhancement Act of 2006" by a Republican-dominated Congress was designed to assist the theft of BMC work by big business and its management minions, therefore, be it,

Resolved:  The National Leadership of APWU shall lead and organize resistance to any/all attempts to privatize the parcel business by fighting to defend BMC jobs, and therefore, be it further

Resolved:  That APWU urge our elected officials to delay implementation of any provisions of the "Postal Accountability and Enhancement Act of 2006" that allow for the theft of our work and our jobs, and further urge that Congress repeal this noxious legislation, and therefore, be it further

Resolved:  That the defense of our BMCs, by any necessary means, be established as a priority of this labor organization, and that the progress of this struggle will be reported to our membership on a regular basis.

Whereas:  The cost to locals hosting state conventions continues to rise putting smaller locals at a distinct disadvantage when considering hosting these events, and

Whereas:  An increase in state funding would allow more locals the opportunity to host a state convention, therefore, be it

Resolved:  That Article 4, Section 5 of the PPWU Constitution be changed to allow for up to $3,000 (three thousand dollars) in monetary assistance to defray the costs of hosting the state convention beginning with the 2008 Convention.
