BY-LAWS NEW CASTLE LOCAL
I. MEMBERSHIP MEETINGS
A. General membership meetings shall be held at least once a month. (Exception: paragraph B.) B. There shall be no regularly scheduled general membership meetings during the months of June, July, and August. C. Upon receipt of a petition bearing the signatures of twenty-five (25) of the membership, the President shall call within five (5) days, a special meeting to consider the issue stated on the petition. D. Five (5) members shall constitute a quorum for the transaction of the business of the local.

III. RULES OF ORDER
A. No one may direct remarks which impugn the moral character, race, sex, religion, political affiliation of another member. Failure to abide to this ruling of the Chair, when called out of order, shall result in the individual being removed from the meeting.
B. No one may speak on a given motion or issue for more than three (3) minutes.
C. No one may speak a second time on an issue until everyone wishing to speak on the issue has had such opportunity.
D. Persons speaking a second time on a given issue or motion will be limited to two (2) minutes on that second opportunity.
E. No one will be allowed to speak a third time without the consent of the body. Achieving consent, those remarks shall be limited to two (2) minutes.
F. No one may speak more than a total of three (3) times without a two-thirds vote of the body and the individual’s remarks shall be limited to one (1) minute.
G. “Robert’s Rules of Order” shall prevail, except as note above.
IV. ELECTIONS
A. The President shall appoint an Election Committee of three (3) members who have expressed a desire to serve and who have filed with the Secretary a letter to that effect which includes a statement of non-candidacy. Such committee shall be appointed at the monthly membership meeting of January.
B. That Committee shall, upon its appointment, take possession of the membership list and issue:
1) a timely Notice of Nomination, minimum of fifteen day notice posted on the bulletin board; 2) conduct nominations in February; 3) letters of acceptance of nominations and shall maintain such letters; 4) issue a timely Notice of Election to be held by a ballot referendum vote in March, minimum of fifteen days notice posted on the bulletin board; 5) post results and 6) secure the ballots and election material as prescribed by the U.S. Department of Labor.
C. New officers shall assume their positions effective April 1st following an election. In the event no offices are contested, the Secretary shall cast one (1) ballot to constitute an election. The term of office for newly elected officers shall be of a two (2) year duration.
D. Any candidate may challenge the report of the Election Committee by filing a challenge, specifying the charges within three (3) days of the Election Committee posting the election results.
This By-Laws having been adopted by a majority of the membership of the NEW CASTLE LOCAL, APWU on February 10, 2005, shall become effective on that date.
